Opening of Southern Expressway

Sri Lanka’s first ever access controlled expressway from Kottawa to Pinnaduwa (Galle) was ceremonially opened by His Excellency the President Mahinda Rajapakse on 27th of November 2011. The length of this section is 96km and newly constructed Galle Port access road of length 5km will connect this Expressway to the Galle city. The expected travel time from Kottawa to Pinnaduwa (Galle) when this expressway is used about one hour.

The section from Galle to Matara of length 35km is under construction and scheduled to be completed by 2013. There are plans to extend the Southern Expressway up to Hambantota connecting Mattala International Airport which is being constructed.  The length of this section will be 75km and surveys are being done to acquire land for this section of the Expressway.

Background

Southern Expressway is the first expressway in Sri Lanka and it is an important link of the proposed expressway network. It travers from Kottawa to Matara (126 km) and the construction of the section from Kottawa to Pinnaduwa (Galle) has been completed as a dual Expressway with 4-lane facility. Galle Port access road has been built to connect Galle city to Pinnaduwa interchange.

Asian Development Bank (ADB) and Japan Bank for International Corporation (JBIC) are the main funding agencies for this project. The section from Kottawa to Kurundugahahetekma (65km) was constructed under the financial assistance of JBIC and the section from Kurundugahahetekma to Pinnaduwa (Galle), 29.3km was constructed under the financial assistance of ADB. The section from Pinnaduwa (Galle) to Godagama which is about 35km has been agreed to be financed by the Export and Import Bank of China.

The design speed of the Expressway is 120km/h. The operation speed of the Expressway is 100km/h.

The Southern Expressway will be extended up to Hambantota connecting Mattala Airport which is being constructed.

Project Objectives

  • Improve transport facilities for future development of Southern Region.

  • Provide a highway to act as a catalyst in encouraging and attracting industries and services for the Economic and Social development of the region.

  • To promote inter-regional transport facilities by developing this road, considering it as a major component of the proposed Expressway network.

Benefits of the Project  
  • Reduce travel time between Colombo to Matara.
  • Reduce traffic congestion on Colombo-Matara Road, and reduce delay costs, fuel costs there by contributing to national economy.
  • Attract private sector investors and there by contributing to expand the job market
  • Development of fisheries, agriculture, industries in the region .
  • Expand tourism presently confined to the coastal belt, along Colombo-Galle-Matara.
  • Development of Galle port.
  • Development of the towns belong to 11 interchanges as Economic Centers
  • Enhance the value of land and property in the region
